What sort of animation are you going for? Will it be a 2d cartoon look? or somethign which wouldn't go amiss on Star Trek?

If you're looking for a professional animation app, Toon Boom Studio will probably be what you're looking for. It was designed for what you're trying to do. Enjoy :-)

Flash might work pretty well for that. It has onion skinning, etc. I'm not a professional animator, but I can do some pretty cool stuff with Flash. Look at some of the Flash-based animation on the web and see if it suits your needs.

The biggest issue is getting your finished creation out to tape for broadcast. I know Flash has no native support for that. You could "play" it out using NTSC and the right video card though, and just record the stream if that is acceptable.

Flash can export animations as quicktime movies. You can select DV stream (PAL or NSTC)
