is it possible to ichat with aim users who do not work on a mac. if so? please tell me how.

Yes, it's possible for anyone using AIM to chat with people using ichat. It may require the official AIM client on the PC side, but I'm not sure.

easiest way to check is to add your PC buddy's name to your buddy list.

Yup, it's entirely possible, and no, they don't even need to be using the official AIM client... I've got plenty of buddies using Trillian. The only thing is that you can't do a video chat unless that person also has iChat 2/AV (I'm not sure if AIM for Windows supports audio though...?)
