How to control fan speed??? Rev A. 12" PB

Why hasn't apple released a utility that allows us to control the fan speed? Sure the new fan speed on 10.3.2 comes on way faster then the 10.3.1, which is good cause i dont burn my legs. But if they released a utility that allows the user to control fan speed or when the fan should come on, that would be way better. Is there any application that can do this? Would it be hard to create one? i have some programming experience if someone could lead me in the right direction.

People do stupid stuff.

Don't expect Apple to allow users to easily control basic hardware functionality related to cooling, no matter how much sense it would make to a sensible user like you. This is asking for trouble.
