What do you mean? I think by default VPN logins are set to expire in a short time, so they are not being wasted. That's how the one for my work behaves. It is a pain to keep logging in, but for security they can't let you save the password.

But It also disconnects automatically.

True ... but you can also get it to connect the VPN when needed (i.e., according to the rules you specify). If you really want an unconditional "always on" VPN (which means your phone won't work for data if the VPN connection can't be made), then you can use the "always on" ruleset I just added to the on-demand rules example page (see the short ruleset that was provided by an Apple SE).
