Bought an I pad at a storage sale, can't get it to do anything but turn on. Is there a way to reset this device so it is not just a paper weight???

That depends upon what it's doing and how it was set up.

What exactly happens after you turn it on?

I get the hello screen and then it wants to set language and choose a Wi-Fi network. I do not a have a Wi-Fi network, or other option connect thru ITunes. But I don't know the previous log-in or password.
Is there some way to just clear everything or reset.

It asks you for a log-in and password when you connect it to a computer running iTunes?

Yes, and I don't have that information as the ipad was in a lot of items in a storage locker.

There is nothing you can do except go to Apple with proof of ownership and hope they unlock it for you.
