so i FINALLY find a progra that will let me convert to MPEG-4 - (Why doesn't .mov work?)
so after the files are converted I check them with my computer and they're fine, but when I put them on my ipod - THEY FLASH GREEN

Must not have encoded correctly. Which app did you use to convert? You should check out iSquint if you haven't already: http://www.isquint.org/index.php

I did, but I'm on a PC not a mac

I used Nero recoder
