Can I make Windows stop mounting my iPod as a drive?

I can't get it say it's okay to disconnect. Ejecting in iTunes comes back with a message that files on it are in use by another app. Ejecting from Windows Explorer gives the same message. Disk mode is NOT enabled. I have tried enabling it, updating, then disabling and updating, but that didn't work either.
