Transfer picture to iPod Photo - Not chronological.

Trying to convince my dad that it isn't too hard to put photos onto his iPod... but Apple sure doesn't have my back, do they?
He uses Picasa to organize his digital photos.
I'm having him use Picasa's Export feature to export the photos he wants to an "iPod Photos" folder, which iTunes points to for synching.
Not a problem - the process itself has been smooth.
However, when we cue up the photos on the iPod, they do NOT appear in chronological order.
Picasa picks up the EXIF data fine and sorts the pictures as desired, but the iPod does not.
If you folks got spot me any recommendations to get me going in the right direction, it'd be most appreciated.
(There must be a fix for this, right? They wouldn't have been silly enough to give us a device that can't read the dates off of the digital photos...)

The iPod (or rather iTunes) should use EXIF date to organize the photos, but I'll have to admit that I haven't done any experimenting on the Windows side of things. Can you see what order they are in? Maybe filename order?

I want to say it looks something like filename order... But even that doesn't seem to REALLY hold.
I know it's not random, though, because they are at least falling in "groups".
I've never had any problems moving them over in iPhoto, but trying it for the first time on Windows has wasted away an entire evening.

Having done a bit more poking around the net, it appears as though this problem if mine is not isolated - it's at least a mildly popular nuisance, evidently.
Many seem to suggest that iTunes/iPod aren't using the "Picture Taken On" EXIF data, but might be using the "data created" or "date taken on" field value.
If that's the case (and even if it's not, there's SOMETHING funky, right?), that doesn't seem the least bit intuitive. Sort of strays quite a bit from the Apple mission statement...
By the by, in none of my pokings has anyone ever suggested a solution.
Anyone have any other thoughts?
Most appreciated.
