iPod USB Power Adapter - should I be able to charge other devices?

I was recently away for the weekend and took my iPod and Moto SLVR along. I grabbed my iPod USB Power Adapter and cable as well as the USB cable for my SLVR. I presumed that since USB is a standard interface, I should be able to plug my phone into the outlet in the iPod USB Power Adapter to charge my phone. No luck. Anyone have any thoughts on this? If the adapter can power an iPod using an industry standard interface, why shouldn't it power the phone?

The phone might actually look for USB data. It is also possible that the iPod uses less voltage compared to USB and the phone needs the full voltage that USB provides.

Some phones get stupid. Or should I say some phone MAKERS get stupid. My friend has an Audiovox SmartPhone, and it will NOT charge with anything but a real computer connection or THEIR charger. My Motorola charger won't do it, an iPod charger won't do it, a generic USB AC adapter won't do it. But there's some sort of encoding in that Audiovox charger that says "hey, this is ok, go ahead and charge!" Dumb!

(I keep an extra RAZR charger in my suitcase just so I have it whenever I travel.)
