I have been holding out for an iPhone more than anything else due to the lack of a todo list. I have read about all the various websites that offer todo lists, but my work environment is on a sub-level of a building and there is no cellular signal. If you sign up for a site such as ta-da, will it save your todo list in the cache of safari so that you can work on your list even when out of cellular range?

No. Unfortunately, iPhone's Safari doesn't cache sites in any meaningful way. Especially sites that require a login. The lack of an integrated, syncing todo list is truly an annoying omission from the phone. However, I do imagine Apple will eventually update the software to include one.

Apple is probably waiting for Leopard, which has system-wide to-do frameworks.

I would hold out a bit longer if I were you. Its widely expected Apple will eventually implement a To Do list on the iPhone. And like krove said, most think it will be added around the Leopard release. I wouldn't be surprised if they added it sooner though, just to get people to start to rely on To Do's (those who don't rely on them now). Then when Leopard is released the integrated To Do system will be all that much more appealing and more of a reason to upgrade.

Yeah, I was surprised this was missing from the initial release of the iPhone.. it seems like a really simple application to create.
The other major missing app, for me, is a good note organizer app -- like a mini Yojimbo. The "Notes" app on the iPhone is really limited, No search function, No sync to computer.
But, you could use 'Notes' as a simple To-Do list, if you don't mind entering/updating them through the iPhone.
Or, if you want to sync to your computer, you can create dummy address book entries and put your text in the 'Notes' area of the entry. I did this for a few lists I have, and you can edit them on your computer or on the iPhone.

I've tried several online options, and this one works well:
tadalist.com
Once logged in, I just bookmarked the site, and now it's available from my laptop - and instantly syncs with both the laptop and iPhone.
If you want to take it with you, a simple click and they will email the list to you for reading offline.
I think Apple will include one eventually, but this one actually works well - it's fast enough that the edge network is sufficient.

Not yet to my knowledge. Why the calendar on the iphone does not have a to-do list is just strange in the first place.
