Because it needs to be accessible for those who have to return the phone, have an old phone, or get a new phone?

^^ please elaborate a bit^^

The sim certainly did me no good when I needed to get the contacts from my old phone.
If I were using at&t I would see no reason to ever pop the sim out

The SIM is what identifies you to the network.

If you ever had to exchange, replace, repair your phone and/or switch to another one temporarily, having a non-removable SIM would mean having to cancel your activation and re-activate the new SIM in every single one of those instances.

Apart from the fact that Apple would have to produce not only different packaging, but different *hardware* for each country...

I think the answer to this question goes a bit deeper than unlocking. Apple didn't develop the iPhone for AT&T, and they sure as heck don't want to be tied up with AT&T forever. I imagine that as soon as is legally possible, Apple will cut ties with AT&T and start making deals with other carriers. The lock-in is purely software, and wants people to be able to use the iPhone anywhere they like. For the moment, they have to lock into AT&T, but they don't want to have to redesign the whole phone when the contract runs out.

There were enough people bitching about the non-removable battery.
