Just Curious,

Is the fact you can't send/receive MMS messages on the iPhone on ATT network shoulders or is it just an Apple thing?

Is it something that may be added later with a software upgrade or is it going to require the 2G iPhone?

Its an software thing, MMS works with EDGE and even GPRS. Apple, or an 3rd party (with the SDK) has to write on MMS-application for the iPhone.
