We had an order in, ordered on March 12th 6am PST (12 minutes after the pre-ordering was available).

Ordered 2x 16GB Wifi models for our department via our Apple Educational Store at the University and have been delayed until late April.

Apple customer service says this is to provide additional stock to the consumer channel in lieu of the educational channel.

This is pretty common behavior. I used to work at an Ed store that sold Apple products and we were often the last to get products from Apple. Products from other manufacturers were purchased from common distribution channels rather than straight from the manufacturer and were subject to first-come-first-served rather than to preferential treatment for preferred stores.
