A final solution to increase the quality of service to almost all AT&T brethren, albeit a little cheap since the carrier didn't seem to invest in infrastructure or technology to improve 3G, such as using SPDY like TMobile is doing soon.
Actually buying TMobile instead of improving 3G is a pretty smart move. Now that roadwarriors are effectively downgraded to EDGE speeds in average, they will have no option to dump AT&T (iPhone 4 users are on the hook until June 2012 at the earliest) but to upgrade to LTE, which will most likely cost twice as much.
What will be the new effective limit in the unlimited 3G? 3GB?

You are mistaken. AT&T has been spending about $18-$20 billion annually on network infrastructure and improvements.

It's convenient to do it to the top 5%, since there will always be a top vigintile.
AT&T's failed to invest sufficiently in their network. Every dropped call I've had from my landline at work in the last year was talking to an iPhone user on AT&T.

AT&T should have been investing 100% of their net income in more cells to deliver their end of the 2 year contract, which is not an eternity.
At the very worst, if their objective is to provide quality service to average-Jane smartphone user, AT&T could place everyone in a bandwidth thrift scale, giving packet priority to the smaller users and less priority to roadwarriors who would still like to watch Slingbox past nidnight.
It all smells of an AT&T ploy to effectively cap overall 3G bandwidth, so they can free up their rented public spectrum and sell LTE service at a higher price, on the detriment of service to people on 2-year contracts.
They should own up to reality and not grandfather anyone's unlimited 3G. The consumer has a right to not be lied about unlimited 3G, when there are alternatives like Verizon who would provide better service for the same monthly premium.

Those of us on AT&T grandfathered into their old plan are. Well, technically speaking. The "soft cap" is 4 or 5 GB or something like that.
