You're comparing the US carrier-subsidized price (there's about a $400 subsidy) to the unsubsidized overseas prices.

$600+VAT is pretty close to your $700-800 prices.

Looks like an unlocked 4S in Canada will start at $649 CDN, but you'll need 2 Canadian IDs...
