I installed the parallel tools and it seems that since, dragging windows around the desktop is pretty sluggish.

It seemed a bit snappier beforehand.. I'm wondering if I did something wrong, or if there is a way to fix it.. any ideas?

edit:, i have 1 gig of ram allocated. everything else seems fine.

You have an extra layer of software between the application and the video card-the Parallels application. That can easily produce some slowdowns.
