Do USB modems work in parallels? It just seems silly and wasteful to me to have another computer running just so I can receive faxes/voicemail.

Probably, but so far as I've seen reported, Parallels' USB support is still subpar. For faxes it should work, but don't expect high-speed (for modems) data links.
