Target Disk Mode is a feature of the hardware, not the operating system.

You can get an Intel Mac into Target Disk Mode the same way as a PPC Mac. But WINDOWS does not to my knowledge have the software mechanisms to take advantage of another computer in Target Disk Mode.

What's your purpose here? There may be a differently-named but functionally identical mechanism available.

I have a old Compaq computer with a 40 GB HD and I want to take advantage of the extra drive space.

That won't work the way you want it to. You could simply pull the drive and put it in an external enclosure, but 40GB is pretty skimpy today; you can get three times that already installed in an enclosure for less than $100.

I got a USB-to-ATA adapter for about $25 that lets me plug a bare drive into any USB port; it's ugly having that naked drive on the desk, but at least it won't overheat!

Of course you could also just have the Compaq share the drive on a network. That's slower than USB, (and slower than firewire), but it works.

It's "Windows", not "WINDOWS". Windows is not an acronym.

But when I want to stress something, and not make it look like it's a link, I tend to TYPE IT IN ALL CAPS. Clearer?

How about "But Windows does not, to my knowledge..."

Where does the power come from? Bus-powered? And I don't need a 60, 80, 100GB+ HD, just some extra space.

No. For 3.5" drives you'll need a separate power supply.
8 Core 2.8 ghz Mac Pro/GF8800/2 23" Cinema Displays, 3.06 ghz Macbook Pro

I removed it from the Compaq and it turns out that it is a 60 GB HD and it is similar to the MacBook's HD. Can you guys help me find the right enclosure?

Oh, so it was a laptop you pulled the hard drive from.

2.5 inch hard drives can be run from bus power. Just go on newegg.com and take your pick of 2.5 inch drive enclosures.

Do all 2.5 drives come with a universal connector + power? From the videos on upgrading you MacBook's HD they look different.
