When I'm using Windows I try insert a CD and I can't seem to run it. I am trying to install XP service pack 2.
When I'm on Windows should I install Norton or is it not compatable?

Does the CD mount in Windows? Can you see it in File Explorer? You cannot see the CD in both the VM and Tiger at the same time. Only one can see it at a time.
In the Parallels VM Edit screen, make sure that under the CD/DVD ROM setting you have checked the "Enabled" and "Connect at Startup" checkboxes.
Lastly, if this doesn't work, you may want to post this question at the hidden forum at Parallels:

Only if you want to use the Mac native Office 2004 in Tiger. I have both installed.

Native is unfortunately a relative term with an Intel Mac & Office 2004.
Let's go MS, get your act together!

There is a BlueTooth icon in the control panel.

Which Norton are you talking about? To protect Windows from viruses you need a Windows antivirus package.

I didn't install any anti-virus software on my Parallels set-up, as I don't care if the virtual machine gets blasted, I'll trash it and start all over again.

Check in the System hardware, bluetooth tab, you have the checkbox that allows you to have it in your toolbar.
