OS X can read NTFS partitions, but NOT write to them. Both Windows and OS X can read and write FAT32, so that format is the one most people use for shared data. The problem is that FAT32 has some limitations, including a max file size of around 4GB that can be a problem with handling video files, and so on.
The apparent best way to move files between the two is to use a shared, FAT32 formatted, external drive. Write the file in OS X to the external drive, run Windows and then open the saved file from the external drive, then save it to the NTFS partition. Several steps but it WILL work.

Put them on a USB flash drive and carry them from the Mac to the PC.

I've used both methods mentioned above, USB flash drive seems to work the fastest, and the old reliable external 2.5 inch drive in a MoMoBay FW400.

Note that USB flash drives are almost all factory formatted for FAT32, thus their platform portability. And going up to the 4GB(ish) file size limit for FAT32 is not usually a problem for them.
