Have you paired it under Windows yet? Once Windows boots, it takes control of the bluetooth radio and devices need to be repaired to work in both OS X and Windows.

Parallels and VMWare is just seeing they keyboard because OS X is passing it through.

Please define "get into Windows through Boot Camp." Boot Camp does two things: it creates a partition for you to install Windows on and then helps you install it, and it provides Windows drivers for your Mac hardware. Once you've installed Windows, you boot into it natively as if the computer were a PC.

When installing Windows, you need a wired keyboard and mouse. After that, you can pair a BT keyboard and/or mouse with your Mac while running Windows, and XP should remember them.
