I have a new Mac Pro with 10GB of Ram, but only 2GB is showing up in windows vista (x86). Is it impossible to get any more than that without 64-bit?

You should be able to get 3GB with the /3GB switch, but for more than that you need Vista x64. You can get the x64 media for a nominal fee from the bottom of this page.
