I'm not sure about Parallels, but I believe they only have up to 64 MB VRAM (so I think you're right about them).
Fusion's virtual video card has up to 128 MB VRAM (e.g. enabling 3D acceleration will bump up the VRAM to 128 MB as a side effect).
If you use Boot Camp you'll be able to use all of your computer's VRAM.
