Are you sure you have the driver installed? Windows doesn't always let you know if a driver is successfully installed, though this sounds like an issue of a poor installation rather than a completely failed one. On the other hand, I haven't paid any attention to this with my 1G MBP, so I can't say whether it's a problem for me as well.

The time thing is something Apple has worked on for a while without success. It's because Windows expects the hardware clock to be set to
local time, while OS X expects it to be set to
universal time (GMT) like Unix, Linux, and just about all other OSs do. So basically, both OS X and Windows are behaving properly, they just don't agree on which time to use. And it looks like virtualizing the hardware clock isn't something that can be done easily, or Apple would have done it; they have indeed heard about this issue MANY times.
