I have an external monitor, Acer S243HL, attached to my bootcamp'd win xp sp 2(update to sp3) installation on macbook pro. The external monitor will work in safe mode and when ATI has been uninstalled. I have played endlessly with the ATI control panel but nothing seems to work. Help...please The laptop has a ATI Radeon X1600 card.

new info...I just visited the apple store this evening and they swapped the cable to a hdmi-dvi and the monitor now works except only in extend mode.

any clues as to how I get it to mirror

Mirroring versus separate monitor images is a function of the driver as well as the card. Get the most up to date driver and IF the driver supports mirroring you should see it on the monitors.
