Is X (not macos 10) have extensions supporting all the velocity engine features? seems like that's a major boost in performance.. where the g4 reall gets its shine..

I doubt it. X Windows doesn't do much in the way of transparency and whatnot, which is what AltiVec really helps in. What's much more important is 2D graphics card acceleration, which makes a world of difference.
