I am looking for an iPad app that allows you to type text on or next to a photo. I don't want freehand but need text capabilities. Any help would be great.

ArtStudio has text capabilities. I can't vouch for any of the other editing tools, but it appears to be one of the few iPad photo apps that includes a text tool.
