Apple is distributing new pre-release builds of iTunes, Safari, Java, and the OS X 10.8.5 Supplemental Update amongst employees, a report says. The Supplemental Update is said to have reached build 12F45, as opposed to the 12F42 code seen during an initial leak. Safari 6.1 is meanwhile up to build 537A134.

The Supplemental Update is slated to deal with problems related to external drives, HDMI audio, USB Bluetooth adapters, and the FaceTime HD camera on the MacBook Air. Safari 6.1 -- which has already been available to developers for some time -- brings the Mountain Lion version of Safari up to par with the one in OS X Mavericks. Some features include Shared Links, a new sidebar, better power consumption, third-party data blocking, and more search engine options for Russian users. iTunes 11.1.1 solves glitches with stability, deleted podcasts, and the display of iTunes Extras.

As near as we can make out, no. We've looked into it but can't find widespread reports of any such behaviour, at least not tied to the OS.

Respond to the threads you keep posting this in.

You are the only one on this forum complaining of stuttering, and numerous attempts have been made to help you troubleshoot.
You never respond or post a troubleshooting thread. You are obviously not interested in fixing your problem (which quite apparently is not Apple's).
