I was thinking about buying one of the M$ keyboards for my Pismo PB (and later a CRT monitor). My question is can one switch on and off the PB (with the lid closed) via the keyboard (just like the Apple key board) or does this feature not exist for the M$ keyboard? I checked out the website at M$ but there was no information there to help me.

Does any one here (who might have the same potential set-up) know? Thanks.

Unless you have a Serial port and an OLD Apple keyboard, you can't turn it on...At least that's how I understand it...
I have M$ Natural Keyboard Pro on OS X, and M$' driver allows me to hit the "sleep" button to bring up the old "shutdown, restart, sleep" menu so yeah, it should work
G4/450, T-bird 1.05GHz, iBook 500, iBook 233...4 different machines, 4 different OSes...(9, 2k, X.1, YDL2.2 respectively) PiA to maintain...

Microsoft keyboards don't have a real power button. It will let you turn off the Mac, but it won't power it up.

An Apple USB Keyboard (not the Pro Keyboard), or any Mac-specific USB keyboard with a power button will allow you to use the pismo exactly as you describe. (No Mac has native USB and native serial, so evangellydonut's comment is... nonsensical.)
