New GPUs deliver worse lo-res performance?

I've always noticed after upgrading my graphics cards that the newer ones will always perform (sometimes significantly) worse at lower resolutions in games. I remember this even back with the old 3dfx cards: the voodoo 2 was faster at 640x480 than the voodoo 3. With the rage cards, the 128 would always perform really well at 640x480, better than the radeon or voodoo cards. I recently went from a geforce 2mx to a GeForce 3 and the same is true: the 2mx got around 110 fps in a Quake 3 timedemo at 640x480 but the GeForce 3 only gets around 90. Obviously at higher resolutions, the faster graphics cards are far superior but does anyone know why 'inferior GPU = better lo-res performace'?

Well, nobody will be able to tell you for sure, all you'll hear is speculation.
My guess would be either the drivers or the GPU itself is optimized to work better at higher resolutions.

But what's even worse in my opinion, not only do they deliver worse lo-res performance, but also worse 2D performance. The GeForce4 is way worse than the GeForce3 which is way worse than the GeForce2 when it comes to 2D performance.

The thing is, I don't think PCs users have this problem, and this is why they can boast massive fps scores at 640x480 in games.
