On Apple's website, right at the system reqs, it says that you need Mac OS X 10.2. So it runs not under OS 9. Interesting. The Cinema HD Display does, as does the 17" ASD.

Apple might not be telling you the whole truth...
I found that Apple tends to over state the minimum requirements of their peripheral stuff (especially with their displays). I recall when I got my 17" display before Christmas Apple states you need a G4 with an AGP graphics vard and so on, yet I can use it perfectly OK with my old B&W G3 with an ATI Radeon 7000 PCI grahpics card with a DVI to ADC converter (I hard even find there's 3rd party solution such that it allows your Apple LCD display to use it on a PC!)
I cannot see why you cannot use the new 20" on OS 9 unless there's explicate OS requirements to drive that particular resolution...
