There's no such thing as a CD+RW, there's only a CD-R (R means recordable, only once) and there's CD-RW (cd rewriteable, a different kind of disc that can be rewritten)
However, there is DVD-R, DVD+R, DVD-RW and DVD+RW.
The difference between the + and - designations are, arguably, compatibility. Some say the - media is more compatible with DVD players, and others say the + media is more compatible. There are also different companies behind the different formats, with their own vested interest in them.
Lastly, - and + DVD media are not interchangable. You can not burn a + disc in a - drive, or vice versa
