I have a new iPod v3. Can I use it on a mac, then reformat it to use it on a PC in the future? If so, how?

to answer your question, yes, you can. When my friend first got his he didn't have a firewire port on his PC and so he synced it with my powerbook. When he got his firewire card, he plugged in the iPod and was told to reformat it. Of course, he lost all of my music, but the iPod works (more or less) now.
