I'm partial to Canons (in that price range, a ZR or Elura), but right now the camera of choice under $1000 is probably the Panasonic GS-70, which is the only one to offer 3 CCDs.
In that price range, I would not pay much attention to the marketing about low-light performance - none of them are very good at it. I also discourage people from concerning themselves with still photo performance - use a separate still camera if you want high-quality stills.
