Does having the T in the name of the model number mean the monitor has that cool dual hinge?

I'm unsure.

I'm referring to the base that the 172T has that can go up and down, just like the current HP monitors can do.

Not really. 152T, 172T, and 172W are the only monitors I know of that use that base.
