What is the best way to store a battery?

I have an extra 2 batteries I only use on rare occasion (about once a year)

I want to store them:

is it best to store them charged?

or to store them uncharged?

Also..would it help to store them in the freezer for long term storage?

I recalled storing li-ion batteries in a completely drained state was a bad thing. I store mine fully charged and top off every few months but I'm sure that's not necessary.
