Does anyone know how frequent Apple refreshes their iPods in their Special Deals? I am interested in the 15gb but appearently they do not have any at this time. Is it safe to buy a reformatted one?

It's really just a matter of when they happen to be in stock. Just keep checking regularly, and keep an eye on www.dealmac.com for deals elsewhere. A refurb model should be fine. Whatever was broken has been fixed, it's been given a new case, and comes with a warranty.
