i was wondering if the iPod mini or otherwise would work with a standard usb 1 port?

I think it would... but very slowly, almost painfully so.

An Apple article notes that the iPod Mini appears on the Mac desktop but not in iTunes, if you use the USB cable to connect it, rather than the FireWire cable.
Use the Dock Connector to FireWire cable to connect iPod mini to your Mac. The other cable is for high-power USB ports on Windows PCs. In Mac OS X, iPod mini won't appear in iTunes if you use this cable.

its for a friend with a dell dimension 4500 unfortunatly neither of us no enough about the computer to no if it has usb its about 1 year old any help?

On a PC, yes, it will work. If it's not USB 2, it'll be slower, but it will work.
