If you want to compare things to gaming framerates, the cursore is always running a smoothest possible framerate (60FPS). I have noticed, though, that certain tools in Photoshop—the brush, smudge, eraser, basically anything that affects the canvas—will cut the cursor framerate down (looks like it almost drops to 30FPS, maybe 40). It's really irritating. It didn't do this in OS 9 versions of Photoshop. It's done this since the very first version of Photoshop that ever worked in OS X. I've gotten used to it by now, but I agree, it would be nice if Adobe did something to improve that. I've never seen this happen in another application, though. It's never really affected my precision in Photoshop, but it's distracting, for sure.
