Can I use my Dell keyboard with my new PowerBook?

I don't know how that'd work...

I have three keys to the left of the spacebar: Ctrl, Winkey, and Alt.
To the left of it I have Alt, Right-Click, and Ctrl.

yes, though you may need more equipment depending on the configuration.

If your dell keyboard connects via usb, you're good to go.

If it connects via ps/2, which I think it probably does, you need a ps/2 to usb adaptor. See here: http://www.tigerdirect.com/applicati....asp?CatId=469

As for the keys being slightly different, I believe there are utilities to correctly map the keys. Just take a look around on versiontracker.

Hmm...maybe I should just get an Apple keyboard? The Dell is PS/2, indeed...and there's the hassle of the mapping programs...and for only $40, I get an Apple keyboard.
