23" Cinema Display Questions

I just got my 23" cinema display and its quite beautiful. I do have a couple questions:

1) When a dark color (ie: black) is displayed, I can see pixel-sized flashes blue/white/something inside of it. Its not really noticeable until you look up close, but it is defintely there -- and its annoying. I've got my 23" connected to my 15" AlBook -- could that be the source?

2) I have a Dual 1GHz G4 that I want to hook my 23" Cinema and my 17" Studio display up to. What graphics card would you recommend? I'm a weekend gamer and would like to see my framerates go up quite a bit, without shelling outs thousands of dollars... It'd also need to have a DVI out for the 23" and something that can be converted to ADC for the 17".
