How to choose a TOP-grade scanner

Hello. I have to purchase a top-of-the-line scanner to scan 4x6 photos.
There are so many choices and I do not know what specs I need to look for when deciding on a scanner.
Here are some of the criteria and if you have a suggestion, please let me know. Thank you in advance and Merry Christmas.

1) Available at Circuit City, Best Buy, Office Depot - brick and mortar
2) Under $200
3) Quality is the #1 priority - scanning 4x6 photos to import to pc.

For under $200, the LIDE serious from canon is probably the best, I have no real idea though

If you just want to scan regular prints (i. e. pictures that you gave to a lab and they printed them for you), a simple scanner will suffice, e. g. Epson 1670 Photo. Unlike their printers, their scanners are good.
I don't suffer from insanity, I enjoy every minute of it.

You can't normally extract more than 300 ppi of informtion from a print, so virtually any flatbed scanner on the market would do the job. I would lean towards Epson or Canon.

Bingo. Getting a more expensive flatbed is a waste of money, unless you scan negatives (I can scan negatives at around 3 MP).
