If a camera phone is supported by iSync, does that mean it will also be supported for downloading photos from the phone directly to a Mac?

Would it be treated like a HD by OS X, or would it need specific software to do this?

No - iSync just does contact/calendar data.

If you have a camera phone - you can beam the photos manually by bluetooth.

If you have a recent Nokia (later than 6600) - then the Nokia Collector (google for it) - might help with the synch - ing..
