USB 2.0 PCI Card Problems

I recently puchased and used a Belkin USB 2.0 PCI Card in my computer. It works perfectly. My dad told me that he was getting me an ipod for my birthday this month. The problem is that my USB 2.0 Card is getting maxed out so I buy another one that's identical. Now is where the problem starts ( a minor one at that). If I have all my USB devices plugged into one card ( it doesn't matter which one) I don't have a problem. If I spread out devices I have no problem with my 1.1 devices on either card. However, Only one of my USB 2.0 devices shows up (I have 2). To get the other one to show up... I have to unplug it and plug it back in. Then everything works fine. If I go to the Apple System Profiler, I can see both cards and both High Speed Buses... but I only see one device listed. the devices will work and work fine but I have to un-plug and plug it back in. It's like... there is a problem with OS X registering USB 2.0 devices or something if you have more than 1 PCI USB 2.0 Card. Again... this only affects the 2.0 devices as the 1.1 devices are registering fine. This also doesn't happen if I keep everying in One card (including the 1.1 devices and the onboard usb 1.1, I'm running 10.3.8. Is any one else experiencing this trouble???? Will this be addressed in the 10.3.9 update when it is available?
