I'm running an HP LaserJet 4L with the CUPS+Gimp-Print v4.2.7 on my MDD G4 with a newly installed copy of Tiger. The Laserjet had been working fine with Panther, but now when I tell it to print, whatever job that was in the queue goes straight to "completed." I've removed and added it a couple of times, and repaired permissions.

Is this a matter of having to wait for 10.4.1?

Try (re)installing the latest Gimp-Print package. This happened to me from Jaguar to Panther and reinstalling fixed it.
I do not like those green links and spam.
