Belkin Bulldog software doesn't see UPS

I just installed a Belkin 750VA UPS and tried to use the Bulldog software (downloaded the latest version 3.0.4). It disconnects before I even login, and I can't get it to see the UPS. I tried unplugging/re-plugging the USB cable, rebooting, reinstalling, and nothing helps. Anyone else have this problem? I'm running 10.3.9. Thanks.

Did you try using the UPS without the Belkin driver? All but the very oldest versions of Mac OS X (as well as Mac OS 9.0.4 and later) have built-in support for USB UPSes.

That's what I thought, but when I uninstalled the Belkin software, I didn't see any UPS options in System Prefs. Maybe there's something wrong with the UPS?
