I have a Hitachi 160 GB Serial ATA internal HD, I bought an external USB case put the whole thing together formatted it for Mac and it worked FINE.
This was in the USA one month ago.. Now I'm back in Europe, and everything is back to zero--the HD will start up, I can HEAR it turnig and the case shows a green light, the powerbook DOES see the USB is attached (tech tool pro 4.1.1 tells me so!) but it won't MOUNT the HD! (I have a 12" G4 aluminium powerbook 1.5 Ghz processor, Tiger 10.4.4)
WHAT'S WORONG????? The HD hasn't been dropped or anything. My older external HD still works fine and the pb recognizes it no problem. Is there a program/utility that would possibly be helpful for getting the new one to work?

You might try Disc Utility (included with OS X). I had this problem with a Firewire drive a while back and used Disc Utility to fix it.

Is this a permissions issue? I had a problem with an internal drive that the computer knew was there but that I couldn't mount and it was because I didn't have privelages for it. I checked via terminal and sure enough all I had to do was use chmod and it worked fine after that. I can't remember the code after chmod but if you read its man page it happens to be one of the samples pretty far down.
good luck.
