I installed 9.1 on an ORB drive but when I try to boot from it, it doesn't seem to work. Firstly before getting into specifics, is there an obvious reason why this doesn't seem to work.

I know I can boot just fine from my ATAPI ORB drive in the 3 1/2" bay of a PCI G4.

This TIL article explains the changes made to the Mac USB controller in the slot-loading iMacs and the PMG4 AGP. One of them is the added ability to boot from a USB drive. If you have an older machine than these, you will not be able to boot from any USB device.
if this potential obvious reason is not applicable, more details would be useful.
