I'm thinking of getting a USB PCI card for my beige G3 (desktop, not tower). Do these cards use 3rd party drivers, or will they be supported by the OS itself? And if so, will OS X.1 work with 3rd party USB cards?

Some cards do have drivers, but as long as the card complies with the USB standard, the native OS 9 drivers will work. As for X, again most cards will be recognized. I had a Belkin USB card in my beige G3 that was replaced with an Orange Micro FIreWire/USB and both were supported by the OS (9 and X) and didn't need to load any third-party extensions.
