would it be possible to use a apple wireless keyboard and mouse on the powermac g4 (AGP)
if I used an internal or external bluetooth dongle?
or is it only for new macs?

Absolutely. All you need is a USB dongle (D-Link's plays nicely with Macs), and away you go. There's almost no setup involved either. It really is plug & play.
If you use D-Link's DBT-120 (that specific model only), you can then update it with Apple's custom firmware which will enable the best support of Apple's input devices.
